Job Summary/Basic Function:

Reporting directly to the CEO, the Ohio Federal Research Network (OFRN) Director is responsible for leading the day-to-day operation of the OFRN entrepreneurship collaboration across Ohio. The specific focus of the position is the development of applied research and systems engineering solutions for near-term, currently identified challenges, and longer-term envisioned research needs of the Ohio Research Universities and Industry. A major focus of this position is to also directly support economic development and commercialization objectives across Ohio.

Minimum Qualifications

- MPA or MBA in the area of economic development or related field

- Minimum 5 years of experience providing support to commercialization efforts either at the State level or the Federal Level.

- Minimum of 10 years’ managing and developing business collaborations, media relations and team building in working with academia, Industry and the Government

- Demonstrated knowledge of research and development business and procurement transactions including, but not limited to: National Academia of Sciences, NSF, NIH, DARPA, AFRL, ONR, AFOSR, LCMC, NASIC, ARL, IARPA, SOCOM, Ohio Third Frontier, industry and many other government and industry research and development organizations.

-Demonstrated expertise in R&D Request for Proposal (RFP) development, management, award and execution of innovation contracts and teams.

- Familiarity with appropriate procurement processes, opportunities and vehicles based on statewide and national market resourcing, capability and contracting strategy analysis.

- Expertise in program and project management of project portfolios exceeding $100M in value.

-Active relationships with external network of industry and government bodies to gather leading practice insights and discuss new trends and directions and unique teaming opportunities. In particular, experience working with the National Academy of Sciences.

-Demonstrated understanding of long term market forecasts, trends and competitive positions to maximize advantages while executing strategy.

- Demonstrated practical negotiation skills and additional competencies attributed to complex, multi-issue and multi-party transactions.

- Awareness of and experience in proposal development, management and delivery.

- Experience providing leadership in creating collaborative multi-discipline programs.

Preferred Qualifications
Essential Functions and percent of time:

50% –
• Plan, organize and manage resources, applying appropriate methodologies and processes, to deliver on objectives within specified scope, time, cost and quality.
• Support the development, implementation, review and award of RFPs and associated awards following State and Federal requirements.
• External interface for entrepreneurship development across academia, industry, DoD and NASA across Ohio; foster industry involvement in science and technology (S&T) advancement for DOD and NASA.
• Understanding of technology transfer programs across Ohio academic institutions.
• Support the creation of major research and development centers and teams across Ohio to better support NASA and DOD.
• Deliver complex and significant business opportunities and transactions within time, quality and budget for commercial and defense applications.

Essential Functions and percent of time (cont'd):

50% -
• Manage 3rd party partnerships including working with government, industry and other academic partners for economic growth, entrepreneurship and commercialization as a focus.
• Develop and maintain relationships with a variety of diverse key stakeholders. Provide the leadership to grow the OFRN entrepreneurship portfolio.
• Support business development and advanced research transactions consistent with OFRN mission and strategy.
• Conduct and support complex teaming and strategic negotiations on own, or as part, of a professional team.
• Provide key input into and management of the Ohio Research Universities Research and Development portfolio.
• Provide leadership in delivering the requisite business support for special business partnerships to grow our industrial sponsored research and development.

Special Contract terms and conditions of employment apply. Length of contract is one year, renewable, contingent upon funding.
